Parsing off the metropolises into semiautonomous city-states would solve a lot of problems as long as they keep their city ways in the city and leave us country folk alone. Along with this we would also need to similarly shift majority of federal power to semiautonomous regional authorities. This is probably the only way to avoid civil conflict.
