1) Those Who Know & Do it Anyway: These are the folks who relish the fact that Muslim Women & Kids get blown to bits... they wish to do it themselves, but cannot do so (due to cowardice, lack of ability, etc) & so it amuses them to 'watch it done by others in their stead,' thereby making them relish the moment. Lots of far-right Indians with Islamophobic sentiment are in this camp, be they pro-Modi explicitly or in other camps.
2) Those Who do not Know & do not Wish to Know: These are people that take the attitude 'Not My Problem, Not my Part of the World.' The issue of course is that if you take a strictly 'neutral' stance on this matter, inevitably it means that a similar apathy, callousness & 'meh' attitude develops within yourself when you deal with those near you (be they racial, religious, ethnic, etc. folks who are in your kin-group). So this is likewise a 'Loser.'
