This is excellent: first step from theory to actual implementation. I did some preliminary work on the same issue for the Netherlands in my Dutch-language book 'De Zwarte Poolster', out with Arktos. Suggestion to add to 'stick' part of your program: state that all those with an 'asylum' background who somehow manage to legally stay on will have to repay the full cost of their 'asylum' - housing, allowances, administration, legal costs - with accumulative interests for all years since arrival. Another legal suggestion: implement a legal division between citizenship and nationality - and make rights and privileges national group specific. Reference: 'Bumiputra' status in Malaysia and 'Community' rights in Singapore. Other suggestion: create a 'flow chart' to account for every individual case's flow through a combined Deportation-Remigration-Assimilation-Segregation scheme. I did that in my book - it makes it easy to picture solutions to complicated individual eligibilities for various remigration facilities. It is a cool abbrevation: DRAS-tic !
