It's a class thing as much as anything else. Democrats have always favored low class immigrants to swell their ranks while fastidious PUritan Yankees have always felt sullied by them even though they enjoyed the cheap labor. Expect more personal envoys outside gov't channels. Trump has become monarchical but congress has long been supine and the State Dept. sinecure for big donors and covert ops. Congress hasn't even read the budget for years, their major power.
