Both of those countries are suffering because of their foreign policy, which is diverting resources to war and social control of other societies, which displaces people.
The U.S. should have always tried a Belt & Road Initiative in their hemisphere and ignored foreign wars. European countries should have always tried to remain politically sovereign away from the EU's forms of globalism, forced integration and forced consensus building.
Often the Other is blamed for second-order reactions, but what about the First Movements of America and Europe related to these Others they deem at fault? See my last note if you are not understanding.
It would probably be more helpful to encourage native populations to go where they belong and build their own society, with outside help only being initiated by the society ask and NOT involving permanent status. Ex: Americans stay in America and build America, Chinese stay in China and build China.
An intrepid individual, one who is powerful in their own right and with their own resources though, should have the freedom to live where they choose as long as they know they must respect the native culture.
I think that would be more helpful that taking a defensive, angry stance against the Other. Plenty of cultural exchange in the world has led to human progress, but governments pushing masses of one people into societies where they are not from is obviously a problem (see: Israel). Someone like the author should not be against an American or a Chinese person that wishes to go to China or America respectively because they find the culture more appealing, are willing to learn the language and are willing to assimilate.
I think full assimilation by a foreigner to their receiving country is a good thing, not some sad & hopeless endeavor. If you’re telling everyone of means and willing to assimilate in the world to stay put, can’t you see that as its own tyranny? Sometimes natives don’t like their homeland and another homeland spiritually calls to them more.
